Outstanding Criminologist Mario Ritchie O. Hibionada.

Mario Ritchie O. Hibionada, a faculty member of the College of Criminal Justice Education of the Western Mindanao State University, was awarded as one of the Ten Outstanding Criminologists of the Philippines by the Professional Criminologists Association of the Philippines, Inc. (PCAP) last September 28.

Hibionada was accorded with the distinction by the Philippine National Police (PNP) Chief P/Director General Nicanor A. Bartolome during the 22nd PCAP National Convention held at the Grand Hotel, Iloilo City last September 27-29.

Due to his exemplary performance in the field of criminology education program, which gave benefit to the different criminology schools in the country by providing cheaper but quality education, especially to the people of Zamboanga Peninsula, neighboring cities and other parts of the country. Hibionada was the first PCAP Regional Director who initiated the conduct of a Yearly Regional Oathtaking of the New Criminology Board Passers.
He is often invited as national speaker on Polygraphy at the Forensic Investigation and Law Enforcement Academy of the Philippines. Ritchie, as he is fondly called, is also a national review lecturer of the Criminologists Licensure Examination. He was also chosen and appointed by the Commission on Higher Education (CHEd) as one of the members of the Regional Quality Assessment Team who is responsible in conducting inspection and assessment of the different criminology schools in Region IX. Another laudable achievement, he was elected as Vice President of the Council of Deans of the Criminal Justice Education Region IX, to which he contributed some innovative ideas that strengthened the criminology program in the region.

Being a well-rounded individual as he is, he is involved in the actual practice as a polygraph examiner which he handled criminal cases in the different parts of the city and the region. Hibionada, dignified in representing the university in the field of criminology, actively participates in many conferences and conventions of the PCAP and the Philippine Educators Association for Criminology Education held in different parts of the country such as Davao, Manila, Cebu, Bohol, Baguio, Bicol, Palawan and Iloilo.

He was also a two time Presidential Awardee during the PCAP National Convention for 2010 and 2011 held in Cagayan de Oro and Naga City respectively.

Ritchie belongs to the pioneer batch of graduates of Criminology in 1996 of WMSU, a registered Criminologist by profession and holds a degree of Master of Science in Criminology. (Report from External Studies Unit thru WMSU-Public Affairs Office)
