The Civil Service Commission Region IX (CSC-IX) awarded the Western Mindanao State University (WMSU) with the Maturity Level II in Human Resource Systems under the PRIME-HRM last December 27, 2016 at the WMSU Social Hall.
CSC-IX, headed by Regional Director Atty. Macybel Alfaro Sahi, accorded WMSU Human Resource Management Office (HRMO) Maturity Level II Award in all four core systems, to wit: recruitment and selection; performance management system; learning and development; and rewards and recognition.
The Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) aims to elevate public sector human resource management (HRM) to a level of excellence through a process of assessment, assistance and recognition of HRM systems, competencies, and practices using HRM maturity level indicators that are at par with global HRM standards. The program empowers agencies in the performance of the HR management functions, and promotes and rewards excellent human resources management practices. PRIME-HRM also serves as a venue for development of expertise in the area of human resource management between and among government agencies, and serves as a search mechanism for best practices in human resource management.
Ms. Maria Teresita J. Rodriguez, Chief of the WMSU-HRMO, is proud of the award given by CSC. “The biggest reward would be a motivated workforce and satisfied clients as a result of improved HR systems and procedures”, Ms. Rodriguez said. “These will ultimately translate to client satisfaction,” she added, referring to the outcome of this recognition.
CSC Regional Director Atty. Macybel Alfaro Sahi in her message congratulated WMSU being one of the eleven (11) agencies in region IX who attained Maturity Level II in PRIME-HRM’s four systems. “You should all be proud. You are the first and only State University and College (SUC) in Region IX to reach Maturity Level II in PRIME-HRM”, said Atty. Macybel Alfaro Sahi. “I am sure that you will be breezing through Level III and Level IV,” she said. “Just maintain the development of all HR systems. I have no doubt you can surpass that,” the director further added. She also recognized that WMSU is by far the first and the model for gender and development.
In her response, WMSU President Dr. Milabel Enriquez Ho thanked the Civil Service Commission (CSC) for the award and recognition of WMSU’s effort in attaining the objectives of the PRIME-HRM program. She also assured CSC of WMSU’s commitment to implement the program that will result to meritocracy and excellence in public service to make the public happy and satisfied. “Successes are not measured by just awards”, said Dr. Ho. “At the end of the day, what’s more important is our relationship with our clients, solidarity, understanding and compassion for one another”, she added.
Being awarded with the PRIME-HRM Maturity Level II (Process-Defined HRM), WMSU is able to demonstrate readiness to exercise delegated HR functions, to craft standard operating procedures and to automate systems, and to enjoy certain privileges.
