EDG Action Plan for PASUC
June 30, 2003

I. POLICY ADVOCACY: The Philippine Association of

State Universities
and Colleges (PASUC) should adopt and reinforce the Long Term Higher
Education Development Plan 2001-2010 of the

Commission on Higher Education
(CHED). This national vision is broadly enunciated, thus:

align="justify">A better quality of life for all through the development of a just ,
moral, creative, spiritual, economically vibrant,

living, diverse yet
cohesive society characterized by appropriate productivity, participatory
and democratic processes and

living in harmony within the limits of the
carrying capacity of nature – and the integrity of creation CHED has

operationalized this vision in terms of the following:

a. Offer programs and services that meet

the demands of an industrializing
economy within the context of sustainable development and a culture of
peace, as well as

the challenges of a diverse and globalized society;

b. Nurture an academic environment that

fosters integrated learning,
creative and critical thinking , appreciation of cultural diversity and
national identity, and

inculcates moral values;

c. Conduct research to support instruction, create new knowledge, and
enhance the

quality of life in society; and;

d. Undertake extension programs and services that facilitate the transfer

of technology, foster leadership and promote self-reliance among the
less privileged in Philippine society.

align="justify">As always, HEIs including SUCs are reminded to focus on systemic reform
and strengthening in order to enhance its capability to

respond to national
demands and international challenges.

As a strategic mode of implementation for systems

performance, HEIs
are mandated to be guided by:

1. Efficiency and Effectiveness

2. Quality and Excellence
3. Relevance and Responsiveness, and,
4. Access and Equity

align="justify">For our purpose and to complement Philippine Agenda
21, PASUC should synthesize all the papers presented during the

on the Rationalization of the Public Higher Education System” held last
February 12-13, 2003 at SEAMEO Innotech Center

and was organized by CHED and
the KPMG Laya Mananghaya & Co.



align="justify"> In view of the pronouncement of government to dramatically reduce SUCs
MOOE, in fact it started in FY 1999 together with a zero

allocation for
equipment and capital outlay, it becomes imperative on the part of PASUC
leadership to take the cudgels for SUCs by

launching a movement like “SAVE
OUR SUCs Movement” – in time for the budget hearings for the FY
2004 budget. A manifesto

could be crafted and to be signed by all SUC
Presidents , officials, Faculty, Staff and Students. Such manifesto is
intended to

heighten the awareness of our political leaders both in Congress
and in the Executive branch to the needs of SUCs and to appeal to their

conscience and sense of patriotism in responding to the constitutional
mandate that SUCs being part of the education sector, deserve priority

budgetary support as we deliver the needed manpower to pump-prime our
so-called “strong republic”.

align="justify"> In so doing, we shall need the support of media in furthering this
cause for the SUCs, and it is expected that PASUC leadership

should be
present during budget hearings of all regions in the country in order
to highlight the macro perspective of the state of

affairs of SUC System.
At the same time, SUCs drive for income generation under the corporatization
program which should be pursued

with greater intensity and creativity
in order to maximize the build-in comparative advantage by virtue of
our manpower quality and

opportunities for growth afforded to us under
RA 8292.

This is the greatest challenge to the incoming PASUC

Leadership – that
not withstanding our ideals and our commitment to fast track development,
without adequate budgetary support, the

drive towards globalization and
its challenges shall go to naught.

1. The issue on accreditation should be addressed and decided soon; for
this purpose, an audience with CHED meeting en-banc is a


2. To fast track the operationalization and implementation of NBC 461
under a decentralized mode

through the Regional Zonal Center;

3. The Staffing Pattern authorized for SUCs should be amended , to include

among others, items for ICT and Corporate Personnel;

4. To work for a budget circular for administrative employees

that is
parallel to NBC 461 – re: promotion and a career Executive System for
line and staff agencies;

align="justify">5. To provide a technical panel, a multi-disciplinary group , to include
a legal officer, to backstop the PASUCleadership in

policy formulation
and implementation and to assist individual SUCs in CONFLICT MANAGEMENT
when necessary;

align="justify">6. To attend to pending issues that affect all SUCs like; leveling of
SUCs, reimbursement from DILG and DBM of Barangay/SK

scholars enrolled
in SUCs since the implementation of the Local Government Code of 1991;

7. To enhance the

capabilities of SUCs for networking , both locally
and internationally;

8. To work for the consideration

of SUCs especially ACAP members, as
conduits to the agro-forestry program of the national government as advocated
in the House

of Representatives under Resolution No. 1174 authored by
Speaker Jose C. de Venecia et. Al;

9. To work for

the consideration of Centers of Excellence and/or Centers
of Development for the provision of faculty scholarships to newly created

and to developing SUCs;

10. To assist SUC Presidents and other officials and faculty in their

attendance to international conferences in higher education; and

11. Finally, to work for budgetary support from any

source or sources
for the construction of a PASUC Building, which among others, would provide
offices for liaison officers of

SUCs and for lodging facilities for out-of-town
members of the association or as income generating activity of PASUC.

The above Action Plan is DOABLE – with your support and your commitment

GOVERNANCE and to a PROACTIVE LEADERSHIP of our association,
PASUC shall meet the challenges of our time.
