Civil Service Exam

The Philippine Civil Service Commission is the mediating government institution that mobilizes human resources in the service of the affairs of the Philippines. According to Section 3 of RA 6040, “The Philippine Civil Service shall embrace all branches, subdivisions and instrumentalities of the Government, including government-owned or controlled corporations, and appointments, therein….” This therefore encompasses a vast array of government personnel, who should be eligible for government service. Indeed, in the recent inventory of government personnel conducted by the Philippine Civil Service Commission, there is a total of 194,988 positions of actual occupancy but 80.95% (157,847 of 194,988) are casual / contractual employees in all of the Local Government Units in the country.

In consonance with the mission of WMSU-TRC, an inexpensive review program for the Civil Service Examination is proposed, thereby giving an opportunity for the casual / contractual and other prospective government employee, to become eligible for government service.

The review program will be conducted in two Batches for 39 hours in 6 consecutive Sundays per batch. Batch 1 will be on January 22, 29, Feb. 5, 12, 19 & 26, 2006. Batch 2 will be on March 5, 12, 19, 26, 30 & April 2, 2006. (The schedule maybe revised upon the recommendation of the Review Coordinator, in consultation with the Reviewers.)

Experts with high academic credentials and good track record as reviewers in other professional examinations will conduct the Review Program.

There are three unique features of this Review Program. First, each review session is provided with a break period (15 minutes). This is in consonance with the Principle of Neuro-Transmitter Depletion (http:/brain.web-us.com), which implies that too much consecutive study causes fatigue, boredom; sometimes slight disorientation due to the depletion of chemicals necessary for efficient processing of information in the brain cells.

The second unique feature of the Review Program is the format of the review material, which shall incorporate a space for direct writing of notes by the reviewees.

The third unique feature is the discussion on the “Techniques in Maximizing Learning” at the beginning of the Review Program and the Final Coaching at the end of the Review Program. The former will allow the reviewees to efficiently do their personal review at home, and the later will familiarize the reviewees with the instructions during the examination.
