Western Mindanao State University (WMSU) officially opened the 3rd Workshop on University\u2019s Internal Quality Assurance (IQA) Implementation in the Philippines Utilizing the AUN-QA IQA Management Toolkit Version 1.3 today, September 15 at the Dr. Juanito Bruno Gymnasium.<\/p>\n\n\n\n

The three-day capacity-building workshop which runs from September 15 \u2013 17, brings together higher education leaders and quality assurance practitioners from State Universities and Colleges (SUCs) across Mindanao to strengthen institutional quality assurance systems.<\/p>\n\n\n\n

The workshop is a collaborative capacity-building program organized by the ASEAN Quality Assurance Network (AQAN), bringing together IQAdvance, the ASEAN University Network (AUN) Secretariat, the Southeast Asian Ministers of Education Organization Regional Centre for Higher Education and Development (SEAMEO RIHED), and the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP).<\/p>\n\n\n\n

The program focuses on the utilization of the AUN-QA IQA Management Toolkit Version 1.3, which is anchored on the Eight Building Blocks of University Quality Management.<\/p>\n\n\n\n

In her welcome message, WMSU President Dr. Ma. Carla A. Ochotorena emphasized that quality assurance should go beyond compliance and accreditation by establishing a culture of continuous improvement within higher education institutions.<\/p>\n\n\n\n

She said universities may have different contexts and challenges but share the responsibility of ensuring that institutional systems and processes contribute to better education, services, and outcomes for students and communities.<\/p>\n\n\n\n

AACCUP Chair and President Dr. Anthony M. Penaso described quality assurance as a \u201csymbol of trust\u201d among universities, students, industries, and communities.<\/p>\n\n\n\n

Dr. Penaso urged academic leaders and QA practitioners to maximize the toolkit beyond accreditation requirements and develop internal quality assurance systems responsive to their institutions\u2019 needs and contexts.<\/p>\n\n\n\n

Meanwhile, Dr. Choltis Dirathiti, Centre Director of SEAMEO RIHED, and Dr. Thanapan Laiprakobsup, Executive Director of the ASEAN University Network (AUN), welcomed the participating higher education leaders and quality assurance practitioners and underscored the importance of strengthening quality assurance practices through regional collaboration and knowledge-sharing.<\/p>\n\n\n\n

AQAN President Dr. Milabel E. Ho said the third workshop marks the concluding phase of the Philippine utilization of the AUN-QA IQA Management Toolkit Version 1.3.<\/p>\n\n\n\n

Dr. Ho added that the completion of the three workshops may lead to the development of a Version 2 of the toolkit, envisioned to be more transformative and responsive to the Philippine higher education context.<\/p>\n\n\n\n

Delivering the keynote address, Commission on Higher Education (CHED) Chairperson Dr. Shirley C. Agrupis highlighted the need for higher education institutions to sustain quality gains, strengthen institutional systems, and build stronger collaboration across the sector.<\/p>\n\n\n\n

Dr. Agrupis framed her message around three principles: \ud835\udc12\ud835\udc2e\ud835\udc2c\ud835\udc2d\ud835\udc1a\ud835\udc22\ud835\udc27, \ud835\udc12\ud835\udc2d\ud835\udc2b\ud835\udc1e\ud835\udc27\ud835\udc20\ud835\udc2d\ud835\udc21\ud835\udc1e\ud835\udc27, \ud835\udc1a\ud835\udc27\ud835\udc1d \ud835\udc12\ud835\udc32\ud835\udc27\ud835\udc1e\ud835\udc2b\ud835\udc20\ud835\udc22\ud835\udc33\ud835\udc1e, emphasizing the importance of maintaining quality improvements, strengthening institutional quality assurance systems and culture, and harnessing the collective strengths of higher education institutions.<\/p>\n\n\n\n

She noted that 14 of the 23 SUCs in the Mindanao cluster were represented in the workshop and underscored the importance of a shared commitment to quality amid the diverse contexts of Philippine higher education.<\/p>\n\n\n\n

Dr. Agrupis also cited national and regional quality assurance developments, including the Outcomes-Based and Typology-Based Quality Assurance (OBTQA) policy, CHED Memorandum Order No. 17, series of 2022, and the Philippines\u2019 accession to the Tokyo Convention on the Recognition of Qualifications.<\/p>\n\n\n\n

\u201cQuality assurance must be rigorous, but it must also be responsive to the ecosystems and local realities of our institutions,\u201d Dr. Agrupis said.<\/p>\n\n\n\n

The opening day set the direction for the succeeding sessions of the three-day workshop, which will focus on strengthening internal quality assurance practices and institutional quality management among participating SUCs from across Mindanao. (MKMQuin, PAO)<\/p>\n\n\n\n
