The Western Mindanao State University (WMSU), through its Special Programs and Projects Office (SPPO), conducted its 1st Stakeholders’ Consultation and Partnership Meeting on the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP) and Micro-Credentials on October 13, 2026, at the Dr. Juanito Bruno Gymnasium.

The activity brought together representatives from various government agencies and stakeholder groups to strengthen institutional partnerships and explore opportunities for expanding access to higher education through alternative learning pathways and competency-based programs.

In her message, WMSU President Dr. Ma. Carla A. Ochotorena reaffirmed the University’s commitment to providing accessible, relevant, and responsive education that addresses the evolving needs of learners and the workforce.

“We recognize that traditional pathways to education may not always be enough. Many individuals have already acquired valuable knowledge and skills through employment, training, and life experiences. These competencies deserve recognition and should open doors to further education and better opportunities,” Dr. Ochotorena emphasized.

The University President also expressed her gratitude to the representatives from various government agencies and sectors for their participation and support. She likewise acknowledged SPPO Director Dr. Nora M. Ponce and her team for their dedication and efforts in advancing the University’s ETEEAP and micro-credentials initiatives.

Meanwhile, Vice President for Academic Affairs Dr. Berhana I. Flores discussed the purpose, objectives, and expected outcomes of the consultation, emphasizing the importance of stakeholder collaboration in ensuring the successful implementation of both programs.

Dr. Flores explained that the activity seeks to establish stronger partnerships among WMSU, the Commission on Higher Education (CHED), and other government agencies to support the implementation of ETEEAP and micro-credentials.

She further highlighted the importance of identifying regional and industry workforce needs through labor market information, employment trends, and stakeholder recommendations. These inputs will guide the University in developing and prioritizing appropriate academic programs and competency-based micro-credentials that respond to current employment demands.

“The success of WMSU’s ETEEAP and micro-credential initiatives will depend greatly on the strength of our partnerships and the quality of our collective input,” Dr. Flores added.

Furthermore, SPPO Director Dr. Nora M. Ponce presented the vision, framework, and current status of micro-credentials at WMSU, providing stakeholders with an overview of the University’s direction toward offering more flexible and accessible learning opportunities.

Her presentation highlighted the role of micro-credentials in recognizing specific knowledge, skills, and competencies that individuals acquire through formal and non-formal learning experiences. She also discussed the framework guiding the University’s initiative and its potential to complement existing academic programs while responding to the changing demands of industries and the workforce.

Dr. Ponce’s presentation also provided a basis for stakeholder discussions on how WMSU could further develop its micro-credential offerings through institutional collaboration, industry participation, and alignment with regional workforce priorities. The discussion underscored the importance of ensuring that these learning opportunities remain relevant, competency-based, and responsive to the professional development needs of learners.

Through the consultation, WMSU aims to gather valuable insights and recommendations from stakeholders to support the development and implementation of ETEEAP and micro-credential programs. (AAS, PAO)
