OPEN UNIVERSITY
SYSTEM
The Open University System (OUS) becomes a necessity,
especially for adults and professionals who seek constant renewal
of Knowledge, skills and perspectives, and who are on the lookout
for 2nd / 3rd careers in their lives. OUS can be a viable alternative
for adults and professionals to pursue a non-thesis Masters Degree
without going through all the constraints.

MPA-OUS
The Master of Public Administration (MPA-OUS) is a non-thesis program
equivalent to the residential MPA (Plan B) program of the College
of Public Administration and Development Studies (CPADS), WMSU.
Initially, the field of specialization to be offered is Organization
and Management. The other fields of specialization, Fiscal Administration,
Personnel Administration, and Program Administration and Development
will likewise be offered in the immediate coming school years.
Objectives

The MPA-OUS aims to prepare and develop qualified
personnel for public service and upgrade the competence of those
who are already in it.

To undertake a continuing program of executive development
for officials and middle-level managers in national government
agencies, local government units, government-owned / controlled
corporations, and private entities.

To arouse widespread interest, concern and support for the
improvement of public administration in the region and in the
entire country, as well.

Mode of Instruction
The open university system shall provide a non-thesis Master of
Public Administration, major in Organization and Management through
alternative instructional delivery systems.
- The students will be exposed more to research-oriented activity.
- The students will be in direct contact with the Professors only
once a month.
- The Professors will meet the students in the Nodal Centers in
Ipil, Sibugay and Pagadian City.
