WMSU – CEd Spearheads Teachers Congress
February 6, 2010

The Western Mindanao State University College of Education, under the leadership of its Dean, Dr. Edgardo H. Rosales, spearheaded the conduct of the Regional Student Teachers Congress on February 5 at the Dr. Juanito Bruno gymnasium, this campus, together with the Teacher Education Council (TEC) of the Department of Education and the Universidad de Zamboanga School of Education and Arts Studies (UZ-SEAS); in collaboration with the Commission on Higher Education (CHED) and the Philippine Association of Teacher Education (PAFTE).

The congress sought to improve teacher competency through the operationalization and implementation of the Experiential Learning Courses (ELC) under the Teacher Education Development Program – National Competency-Based Teacher Standards (TEDP-NCBTS) which is considered as the Philippine paradigm of good teaching, a touchstone in the country’s effort to improve the quality of basic education.

TEDP-NCBTS is the heart of the basic education reform to address the educational sector’s Basic Education Sector Reform Agenda (BESRA), according to Prof. Napoleon S. Imperial of the National Economic Development Authority (NEDA) who is considered the father of TEDP-NCBTS and one of the resource persons. Its implementation is being overseen by the Teacher Education Council (TEC) of the Department of Education (DepEd).

Prof. Imperial explained that the program is geared towards a unified planning and delivery of teacher education thru development. Hence, the convergence of CHED, DepEd and other stakeholders. It employs a holistic approach that will form the teachers from the moment they enroll in basic education course in any higher education institution (HEI); to pre-service training; teacher licensure; teacher human resource development; induction training; in-service training project development; and retirement preparation, Prof. Imperial emphasized.

Other resource persons were Dr. Amor Q. de Torres, DepEd; Dr. Beatriz G. Torno, Director, TEC, DepEd; Dr. Norma Vecina, DepEd Region IX; and Prof. Felicidad Coreena E. Broño from the Philippine Normal School. (Evelyn C. Luceño, PAO-WMSU)
