Western Mindanao State University (WMSU), in partnership with the Pamantasan ng Lungsod ng Valenzuela (PLV) through its College of Public Administration and Governance, hosted the Students Transforming Governance Philippines (STG PH) PAGSULONG Caravan on September 10, 2026, at the WMSU Gymnasium.
Carrying the theme โShaping Tomorrow Through Youth Leadership and Responsive Governance,โ the caravan brought together WMSU students for discussions on youth leadership, civic engagement, ethics, accountability, and responsive governance.
In her welcome message, WMSU President Dr. Ma. Carla A. Ochotorena, represented by Vice President for Academic Affairs Dr. Berhana I. Flores, underscored the importance of translating education into ethical leadership and meaningful civic participation.
She challenged the students to view leadership not as a distant aspiration but as a present responsibility, emphasizing that young people are already active citizens and stakeholders who have the capacity to drive meaningful change in their communities.
The lecture proper explored key themes central to effective public service, including youth leadership and civic engagement, ethics and accountability, and the principles of responsive governance. Participants were encouraged to critically examine governance issues, engage in open dialogue, and recognize their own capacity to contribute to positive change within their communities.
Throughout the sessions, speakers emphasized that good governance is anchored in integrity, competence, accountability, and civic responsibilityโvalues that begin with responsible action and active participation at the grassroots level.
Through the PAGSULONG Caravan, WMSU and its partners provided students with a meaningful platform to exchange ideas, broaden their understanding of governance, and reflect on their role in building a more ethical, accountable, and responsive public service system.
The activity further reinforced the importance of empowering young people as active partners in governance and as catalysts for meaningful change toward a sustainable and inclusive future. (MKMQuin, PAO)
