WMSU Holds Workshop to Update Its Strategic Plan for Better Education

Western Mindanao State University (WMSU), through its Planning Office in coordination with the Quality Management Systems Office, conducted a three-day Strategic Plan Recalibration Workshop from October 14 to 16, 2026, at the Juanito Bruno Gymnasium. The activity gathered university officials, deans, and staff to review institutional priorities and ensure that WMSU’s strategic direction remains responsive to the evolving needs of higher education.

As the university continues to expand its academic programs and improve its facilities, the workshop provided an opportunity to assess existing goals and identify strategies that would address emerging developments in technology, education, and stakeholder expectations.

WMSU President Dr. Ma. Carla A. Ochotorena emphasized the need to recalibrate the university’s strategic plan to sustain institutional growth and strengthen its delivery of quality education.

“Higher education is transforming. Technology is reshaping how we teach, learn, work, and serve. The expectations of our students and stakeholders continue to evolve,” Dr. Ochotorena said.

Vice President for Academic Affairs Dr. Berhana I. Flores also encouraged participants to actively engage in the discussions, stressing that institutional development requires collective effort, careful assessment, and informed decision-making.

“Strategic planning is not always easy, especially when we are called upon to examine our priorities, revisit our commitments, and make difficult but necessary decisions,” Dr. Flores said.

The workshop featured Dr. Lizan E. Perante-Calina, Senior Vice President and Dean of the Graduate School of Public and Development Management of the Development Academy of the Philippines, and Dr. Ma. Oliva Z. Domingo, former President of Kalayaan College, as resource speakers. They shared their expertise and insights to guide the university in reviewing and strengthening its strategic direction.

As part of the assessment, Dr. Mario R. Obra, Director of the Quality Management Systems Office, presented the WMSU Strategic Plan developed in 2022. His presentation allowed participants to revisit the university’s existing priorities, assess progress, and identify areas for improvement.

In her closing remarks, Ms. Debra Ann Ponce, Section Chief of the Planning Office, thanked President Ochotorena and the participants for their support and active involvement. She expressed hope that the insights and recommendations generated during the workshop would translate into concrete initiatives for the university’s continued development.

Through this initiative, WMSU reaffirmed its commitment to strategic leadership, continuous improvement, and inclusive, quality education, ensuring that its institutional goals remain aligned with the changing demands of higher education and the communities it serves. (AAS, PAO)
