MANILA, Philippines – Western Mindanao State University (WMSU) achieved a major milestone in national research and innovation as it was formally recognized during the 12th Annual Balik Scientist Program Convention held on October 29, 2026, at the historic Manila Hotel.
This prestigious recognition serves as a testament to the vision of University President Dr. Ma. Carla A. Ochotorena to elevate WMSU into a premier hub for global scientific collaboration.
During the gathering, the Department of Science and Technology (DOST) formally commended WMSU “for their valuable contribution in strengthening the science, technology, and innovation capabilities of the country.” Endorsed by DOST Secretary Dr. Renato U. Solidum Jr. and Undersecretary for Research and Development Dr. Leah J. Buendia, the recognition affirms the University’s strategic efforts to integrate high-impact research into the region’s development goals.
Anchored on the theme “Balik Agham: Siyensiyang Pandaigdig, Para sa Bayan,” the convention celebrated Filipino experts who bring their global knowledge and expertise back to the Philippines to address national challenges. Under President Ochotorena’s leadership, WMSU has actively embraced this mission by fostering an institutional environment that encourages and sustains high-level research engagements.
Central to this recognition is WMSU’s dynamic collaboration with Balik Scientist Dr. Elmer-Rico E. Mojica, a full professor and associate director at Pace University in New York. This partnership began through separate research and development initiatives spearheaded by Research Development and Evaluation Center (RDEC) Director Dr. Reynante E. Autida and Dr. Najeeb S. Abdulla II of the College of Science and Mathematics, Department of Chemistry.
Building on these initial projects, Dr. Mojica is now actively providing guidance toward the international indexation of Ciencia, the University’s official journal. This multifaceted partnership embodies the convention’s theme of harnessing global Filipino expertise for local progress, with Dr. Mojica expressing his profound gratitude for the opportunity to serve the country.
Upon the recommendation of Vice President for Research and Extension Dr. Teresita A. Narvaez, the prestigious DOST recognition was proudly accepted on behalf of the University by Dr. Najeeb S. Abdulla II, Unit Head of the Dissemination, Publication and Citation Monitoring Unit (DPCMU).
This successful engagement has paved the way for a more proactive and expanding research presence for the University. By tapping into the extensive network of scientific experts facilitated by DOST-PCIEERD and the Balik Scientist Program, WMSU continues to strengthen its research capabilities and pursue new opportunities for collaboration, signaling exciting times ahead for the University’s research community.
With this national recognition, Dr. Ochotorena’s vision of a globally connected, research-driven university continues to take shape. The partnership among WMSU, DOST, and the Balik Scientist Program serves as a catalyst for innovation, further strengthening the University’s position in advancing transformative science and technology in the region.
