The Western Mindanao State University (WMSU) reaffirmed its dedication to delivering efficient and transparent public service by holding an orientation and workshop on the Anti-Red Tape Act (ARTA) on May 19, 2025, at the WMSU Social Hall.
University President Dr. Ma. Carla A. Ochotorena opened the program by underscoring Section 1, Article XI of the Philippine Constitution, which declares that “public office is a public trust.” She emphasized that public service is not about authority, but about accountability and genuine service to the people. She also highlighted the importance of efficiency and responsibility in government service, noting that the workshop reflects WMSU’s ongoing commitment to upholding these values.
Key speakers included Atty. John Raphael T. Nandoza, Ms. Mayer E. Delgado, and Atty. Jill A. Sahiddin. They collectively emphasized the role of the university in ensuring proper implementation of ARTA. Their discussion covered the importance of effective law enforcement—including the investigation of violations and the filing of cases—as well as the promotion of good regulatory practices.
They also stressed the need for transparency, explaining that Citizen’s Charters and other relevant information should be visibly posted at the main entrances of offices or other prominent areas, published on official websites, and made available in English, Filipino, or the local dialect to ensure accessibility for all stakeholders.
